Mobile Coverage Programme


The Mobile Coverage Programme is an Australian Government initiative to extend mobile phone coverage and competition in regional Australia. The programme will invest in telecommunications network infrastructure to improve coverage of high quality mobile voice and wireless broadband services and competition in the provision of these services.

The Mobile Coverage Programme has two components. $80 million will be provided under the Mobile Network Expansion Project to improve mobile phone coverage along major transport routes, in small communities and in locations prone to experiencing natural disasters. An additional $20 million will be provided under the Mobile Black Spots Project to address unique mobile coverage problems.

Discussion Paper

A discussion paper for the Mobile Coverage Programme was released on 16 December 2013 which outlined possible implementation models for delivering the programme. Interested stakeholders wishing to have their views about the programme considered by the Government were invited to provide a submission to the Department of Communications.

The closing date for lodging submissions was Friday 28 February 2014.

The Department is not accepting any further submissions to the discussion paper.

Nominations of mobile black spot locations

The Department of Communications continues to accept nominations of locations to be included in a database of areas reported to have poor or no mobile coverage. This database will be shared with mobile carriers and other parties to assist them in preparing funding proposals for the Mobile Coverage Programme.
